Decree No.35/2003: Agreement on the Establishment of Maximum Common Requirements for the Proceeding of Short-Term Visas, signed on July 30 of 2002, and intends to facilitate the issuance of short-term visas (transit, tourism, and business) for the citizens of the CPLP, imposing less requirements regarding the documentation required for the issuance.

Considering one of the goals of the constitution of the Community of Portuguese Speaking Countries (CPLP) is contribute to the reinforcement of the human bonds, solidarity and fraternity between the people who have Portuguese language in common, keystone of its identity, and in that sense promote measures that facilitate the State-members citizens' circulation in the countries of CPLP.

Considering the common interest in proceed with the cooperation policy in order to increasingly reinforce the special friendship bonds that unite the people and governments of CPLP;

Considering as laid down in the Maputo and São Tomé on citizenship and people circulation on the CPLP space; Considering, further, as laid down in the final announcements of the V and VI Council of Ministers that took place respectively in Maputo e São Tomé, in what concerns citizenship and people circulation on the CPLP space;

The Republic of Angola, the Federative Republic of Brazil, the Republic of Cape Verde, the Republic of Guinea-Bissau, the Republic of Mozambique, the Republic of Portugal, the Democratic Republic of São Tomé and Príncipe agree as follow:
