Decree No. 37/2003: Agreement on the Exemption of Taxes and Emoluments on Account of Issuance and Renovation of Residence Permits for Citizens of the Portuguese-Speaking Countries and the State-Members of countries of the CPLP, signed in July 30 of 2002, provides the citizens of a State-Member of the CPLP who live in another State part of the community, are exempt from taxes and emoluments due on account of issue and renovation of Residence Permits, except the espenses from the issue of those same documents.

Considering one of the main goals of the CPLP's constitution is to promote, without damage to the international commitments assumed by the State-members, measures seeking the resolution of the problems faced by the immigrated communities in the CPLP space, as well as, the coordination and reinforcement of the cooperation in the immigration policies domain.

Considering the common interest in proceed with the cooperation policy in order to increasingly reinforce the special friendship and fraternity bonds that unite the people and governments of CPLP;

Considering as laid down in the Maputo and São Tomé on citizenship and people circulation on the CPLP space;

Considering, further, as laid down in the final announcements of the V and VI Council of Ministers that took place respectively in Maputo e São Tomé, in what concerns citizenship and people circulation on the CPLP space;

The Republic of Angola, the Federative Republic of Brazil, the Republic of Cape Verde, the Republic of Guinea-Bissau, the Republic of Mozambique, the Republic of Portugal, the Democratic Republic of São Tomé and Príncipe agree as follow:
