Consular Cooperation Agreement between the State-Members of CPLP, signed in November 2, 2007, determines that each State-Member will ensure, whithin theis possibilities, the consular protection to citizens and interest of other State-Member that requires it, in the places where the last has not a consular post or equivalent (general consulate, vice-consulate or consular agency).


Legal Diploma

Considering one of the major goals of the Community of Portuguese Speaking Countries - CPLP - is the reinforcement of the bonds created amongst the Portuguese speaking countries, and in that sense the promotion of measures that facilitate the Citizenship and Circulation of people in the CPLP countries;

Considering the students represent an important segment of the Community, worthy of a specific legal framework, and that the student mobility contributes for the people's integration and for the Community's dynamism and consolidation. Acknowledging the need for specific regulation, in the scope of that circulation, ether for those citizens who assume the student statute, either for the requirements for the attribution of such condition.

Considering, further, as laid down on the Resolutions in terms of Citizenship and Circulation by the CPLP Ministers Council, since the III Conference of Head of Government and State, that took place in Maputo, in 2000;

The Republic of Angola, the Federative Republic of Brazil, the Republic of Cape Verde, the Republic of Guinea-Bissau, the Republic of Mozambique, the Republic of Portugal, the Democratic Republic of São Tomé and Príncipe, the Democratic Republic of Timor-Leste, in the quality of State members of the Community of Portuguese Speaking Countries, hereinafter referred to as the "Parties", agreed as follow:
