Geneva Convention relating to the Status of Refugees

The Geneva Convention on the Status of Refugees was formally adopted on 28 July 1951, aiming to protect European refugees after World War II, but nevertheless, the Protocol on the Status of Refugees of 1967, removed any limits geographical and temporal thus expanding its scope to all refugees. This Convention was ratified, and therefore been integrated into the Angolan legal system by the Republic of Angola on 23 June 1981.    

It sets basic standards for the treatment of refugees must be applied without any discrimination of race, religion, sex or national origin. Like the other international instruments, defines the term refugee, established that the present Convention shall apply to any person that the competent authorities of the country in which he set up residence, consider, with rights and obligations attached to the possession of the nationality of that country, not It applies to persons who committed acts contrary to the purposes and principles of the United Nations, committed a crime against peace, war crime or crime against humanity or who committed a crime as serious, before being accepted as a refugee.

Executive Decree No. 13/10 of February 10 - Application of recruitment, integration, training and Angolan personal development and the hiring of foreign personnel for the execution of oil operations in Angola

Decree No. 13/10 of February 10 is the regulation of Decree-Law No. 17/09 of 26 June (which regulates the training of Angolan personnel in the oil sector) including the recruitment, integration, training and development of Angolan personnel, as well as the hiring of foreign personnel for the execution of oil operations in Angola and entered into force on February 10, 2010. This law includes additional rules, particularly on the contract program, plans for human resource development and employment of foreign workers. With greater relevance, it is noted that this legislation contains a model of the program contract to be signed between the Ministry of Petroleum and companies in the oil sector.

Decree-Law No. 17/09 of July 26 - Rules and procedures to observe in recruitment, integration, training and development of workers from the oil sector

Decree-Law No. 09/17 of 26 June approved the new system of recruitment, integration, training and development of Angolan personnel in the oil industry and the hiring of foreign personnel for the execution of oil operations and entered into force to June 26, 2009.

The new act repealed the previous regime, contained in Decree No. 116/08 of 14 October, introducing small clarifications and some substantial changes from the previous regime, maintaining the essential obligations of companies subject to it. In this context, re-introduces the requirement that companies submit to the Ministry of Petroleum, within 45 days after publication of this law, a list indicating the names, duties performed, salaries, allowances and justification of their recruitment, all foreign workers already in the service of these companies, also imposing an absolute priority in the recruitment of nationals for positions in the oil industry, and the hiring of foreign nationals as possible, but very limited.

Convention of the Organization of African Unity (OAU) Governing the Specific Aspects of Refugee Problems in Africa

This Convention Governing the Specific Aspects of Refugee Problems in Africa and entered into force on 20 June 1974 with the aim of halting the disagreements between the Member States on this issue. Until the date on which entered into force, the Convention had been signed by 40 countries and ratified by 1999 for 30 countries, among which stands the Republic of Angola. 

The same rules regarding the right of asylum and voluntary repatriation, as essential to strengthening collaboration with national authorities of the Organization of African Unity, also presenting a concept of Refugees, which is similar to that defined in the Statute of Refugees (Law 8 / 90, dated May 26).

Law No. 8/90 of May 26 - Law on the Status of Refugees

Approves the Regulation of the Guest Registration Bulletin and entered into force on May 6, 2003. This bulletin should be used by the owners of hotels, guesthouses, lodgings, tourist centers and similar establishments, as well as by other persons harboring non-residents, to allow control of stay of foreign citizens not residing in the country.

To highlight the lack of communication accommodation of a foreign citizen to the Department of Migration and Foreign immigration is a crime, and the owners of these establishments, sanctioned with a fine of $ 50.00 (fifty dollars) per bulletin housing not shown.
